About PIIR
Building the Philippines' first independent, multi-pillar public opinion and socioeconomic research institute.
Our Mission
To provide the Philippines with a credible, transparent, and independent source of public opinion data and socioeconomic indicators that empowers policymakers, investors, researchers, and citizens to make evidence-based decisions.
PIIR draws inspiration from the EU Eurobarometer - which has conducted recurring public opinion surveys across Europe since 1974 - and the Dutch CBS (Centraal Bureau voor de Statistiek), the Netherlands' autonomous national statistics body founded in 1899. We adapt this proven model to the Philippine context, producing quarterly reports covering the full spectrum of Filipino life.
Independence Principles
PIIR is a standalone brand, independent from any government, political party, or corporate interest. These principles are non-negotiable.
No Government Affiliation
PIIR is not affiliated with the Philippine Statistics Authority, any government department, or any political entity. We operate as a fully independent research body.
No Editorial Influence
Funders and sponsors receive early data access, never editorial influence. Strict governance rules ensure that no funder can influence research design, data collection, analysis, or published findings.
Data, Not Advocacy
PIIR publishes data and analysis. We do not advocate for specific policies. The data speaks for itself. Policymakers and advocates can use it as they see fit.
Open Data Commitment
All anonymized raw data is published alongside reports. Full questionnaires, sampling documentation, and weighting procedures are made public. This transparency is what separates credible research from proprietary polling.
Peer-Reviewed Methodology
Survey design, sampling framework, and analytical approach are reviewed by qualified statisticians before each wave. External methodological review is invited and published.
International Standards
All research follows AAPOR Transparency Initiative standards. We pursue formal partnerships with international research networks and membership in organizations like WAPOR.
What We Produce
Quarterly Reports
Each quarter, PIIR publishes a comprehensive report based on a nationally representative survey of 1,200 respondents across all 17 regions. The core module tracks consistent indicators every quarter for long-term trend analysis, while rotating deep-dive modules provide detailed analysis of specific topics.
Interactive Data Platform
An interactive web platform with dashboards, data explorer tools, and downloadable datasets. Regional comparisons, time-series analysis, and cross-tabulations available to all users.
Open API
Programmatic access to all published datasets through a documented REST API. Researchers, journalists, and developers can integrate PIIR data into their own analyses and applications.
Open Data Repository
All anonymized microdata, codebooks, questionnaires, and technical documentation published as downloadable files. Machine-readable formats (CSV, JSON, Stata, R) for maximum accessibility.
Advisory Board
PIIR is assembling an advisory board of recognized experts from statistics, economics, political science, and public health. The advisory board provides methodological oversight, not editorial control.
We are currently recruiting advisory board members from Philippine and international academic institutions, including UP Diliman, Ateneo de Manila, DLSU, UST, and international universities with Philippine research expertise.
