Core + Rotating Structure

Following the Eurobarometer model, PIIR uses a two-tier survey structure. The core module asks identical questions every quarter, enabling long-term trend analysis. Rotating deep-dive modules cycle annually, providing detailed data on each pillar at least once per year.

This structure balances comprehensiveness with depth. The Eurobarometer's value comes from 50+ years of comparable data using consistent questions. PIIR establishes this same foundation from Wave 1.
